CCI Systems Case Study

Overview:

A federally recognized tribal community sought to expand reliable, high-speed broadband access across a rural, multi-county service area where residents, businesses, and community members had limited connectivity options. Supported by a nearly $25 million federal broadband grant, the project was designed to bring gigabit-capable fiber-to-the-premises service to underserved areas while creating a scalable open-access network for long-term regional benefit.

CCI Systems served as a key project partner, helping move the initiative from planning and coordination into the mainline construction phase. Challenges:

Deploying broadband infrastructure in rural and tribal communities often requires more than technical design. It demands careful coordination across jurisdictions, stakeholders, land considerations, permitting requirements, environmental review processes, utility infrastructure, and long-term operational planning.

For this project, the tribe faced several key challenges:

Limited broadband availability: Many residents and businesses in the service area did not have access to reliable, high-speed internet capable of supporting modern digital needs.

Complex route planning: The network corridor required thoughtful design across a rural landscape with multiple land-use, access, and infrastructure considerations.

Multi-agency coordination: Progress depended on collaboration among tribal leadership, federal funding representatives, regulatory reviewers, utility stakeholders, construction partners, and network operations partners.

Permitting and environmental requirements: The project required careful navigation of review processes to ensure compliance and minimize disruption.

Long-term network sustainability: The customer needed an infrastructure model that would support future growth, encourage service availability, and remain operationally viable after construction.

Regulatory and compliance requirements: Because the project was funded through a federal broadband infrastructure program, it required extensive documentation, procurement oversight, engineering reviews, and compliance measures that exceeded those typically found in standard broadband construction projects.

Cultural and environmental considerations: The project team worked closely with community stakeholders to ensure network planning and deployment respected culturally significant resources, environmental considerations, and local priorities throughout the design and permitting process.

Affordability considerations: Expanding broadband access also required attention to cost, ensuring that newly available services would remain within reach for eligible households.

CCI Solution:

CCI Systems supported the broadband expansion effort by helping advance a future-ready fiber network built to serve both immediate community needs and long-term infrastructure goals. Selected as the Engineer of Record (EOR) for the project, CCI provided route feasibility analysis, engineering and design services, permitting support, and compliance documentation under a federally funded broadband program with rigorous infrastructure and reporting requirements.

The project design included:

High-capacity fiber backbone: A 288-count fiber backbone designed to support resilient, scalable broadband connectivity.

Distributed network architecture: Six fiber distribution centers with shared rack space to support efficient network management and expansion.

Regular access points: Points of access positioned approximately every 2,000 feet along the mainline corridor to support future service extensions and operational flexibility.

Open-access network model: A network structure intended to support broader service availability and long-term community value.

Gigabit-capable connectivity: Fiber-to-the-premises infrastructure designed to deliver high-speed broadband to homes, businesses, and community users.

Affordability alignment: Integration with available broadband affordability and low-income discount programs to help reduce subscriber cost barriers.

In addition to engineering and permitting services, CCI conducted route feasibility studies evaluating aerial and underground construction options and provided construction inspection services to verify compliance with approved designs, documentation requirements, and material specifications. Throughout the project, CCI helped coordinate complex regulatory, environmental, and stakeholder requirements while supporting the community’s long-term broadband vision.

Implementation Strategy:

The implementation strategy focused on bringing together the right partners, aligning technical requirements with grant objectives, and preparing the project for successful mainline construction.

1. Planning and Project Alignment

The project began with a clearly defined goal: expand high-speed broadband access across underserved tribal and rural areas using federal grant funding. Early planning centered on aligning network design, grant compliance, stakeholder roles, service objectives, and construction readiness.

2. Stakeholder Coordination

Because the project involved multiple public, private, and regulatory stakeholders, coordination was essential. The project team worked through a range of requirements involving tribal leadership, federal funding stakeholders, environmental and historic review entities, utility infrastructure partners, and network operations planning. This collaborative approach helped maintain forward momentum while addressing the many technical, administrative, and regulatory considerations that can affect rural broadband construction.

3. Network Design and Construction Readiness

The fiber network was designed around a high-capacity backbone, strategically placed distribution centers, and recurring access points to promote scalability and efficient future expansion. During the planning phase, CCI completed route feasibility assessments and evaluated aerial and underground construction options to determine the most effective deployment strategy. The engineering team developed detailed designs, permitting packages, and compliance documentation required to advance the project into construction.

The project ultimately progressed into mainline construction, marking a major milestone in moving from planning and approvals into physical deployment.

4. Operational Sustainability

To support long-term success, the customer established an operating and maintenance model for the open-access network. The project team also worked to align engineering, permitting, and construction activities with future operational objectives, helping ensure the infrastructure remains scalable, sustainable, and capable of supporting future community needs.
